Context
The Haqqani network has said it will not take part in any peace talks without the inclusion of the Taliban. In a statement on Tuesday, the group‘s leader insisted that all negotiations with the United States must be led by the Taliban high command. “They (the Americans) would not be able to find a possible solution to the Afghan conflict until and unless they hold talks with the Taliban shura,” he said. He claimed that it was futile of the US to extend such offers to individuals, or to member groups and should deal directly with the top command of the Taliban.
The United States has been trying to bring the Haqqani group to the negotiating table. The western power has recently made efforts towards engaging the militant group in dialogue to foster regional peace in the coming years as it plans to withdraw its troops from the country by 2014.
