Context
The US Congress has passed a measure to stall $700 million aid to Pakistan. US want assurance that Pakistan is doing enough to stop the spread of improvised explosives that are made from fertilizers produced in Pakistan.
Most of the fertilizer smuggled to Afghanistan is made in two factories of Pakistan. US demands strict regulation of the distribution of ammonium nitrate. It may be difficult to ensure it because of the intense corruption across the porous border. The freeze will likely affect the functioning of Pakistan Counter-Terrorism Capability Fund which was under US CENTCOM.
Many in Pakistan react to this step saying this could deteriorate the already worsening ties. However, US officials are confident that ties will be restored between the two countries.
