Context
The Unites States and Romania have agreed to install anti missile defense shields in Romania. Romanian Foreign Minister Teoder Basconschi and US Secretary of State Hillary Clinton on Tuesday signed a Ballistic Missile Defense Agreement at the US Department of State. The AMD shields will be located at an unused military base and are expected to become operational in 2015.
Moscow has protested to the pact, and has demanded guarantees of the shield not being used against Russia. NATO’s assistant secretary general, Dirk Brengelmann, gave political assurances the missile defense system is not aimed at Russia. However the assurances have not yet been backed by a formal legal agreement.
