The Wall Street Journal said on Monday that the US administration had devised a “scorecard” to measure the level of Pakistan’s cooperation in the campaign against terror, and take aid decisions based on a new “pay-for-performance” system. The report added that the system involved the creation of four “buckets” signifying different fields of cooperation, with every bucket consisting of a “to do” list for Islamabad. However, it emphasized that there was no rigid rule linking Islamabad’s performance on the scorecard and the assistance America gives to Pakistan.
