Context
As civil unrest spreads into the western countries, America is planning what to do in case mass riots are sparked in the country. Marc Ambinder, the White House correspondent for The National Journal, wrote that security forces had plans, CONPLAN 3501 and 3502, in case London-style riots ever took place in the US.
CONPLAN 3502 entails a military action if local and state authorities are faced with mass rioting, claims GlobalSecurity.org. US Constitution’s Article I, Section 8 authorizes Congress to appoint the security forces if required to maintain order in the country.
