A Libyan envoy visited Europe on Monday in an attempt to end the bloody stand-off between rebel fighters and troops loyal to Col. Muammar Qaddafi. Libya is seeking a negotiated political solution, according to Greek officials, as a military solution to the fighting between rebels supported by NATO air power and Qaddafi’s better armed forces now appears unfeasible. “The Libyan envoy wanted to convey that Libya has the intention to negotiate,” said a Greek official after the visit by Libya’s Foreign Minister Abdelati Obeidi. Mr. Obeidi is scheduled to visit Turkey on Monday and then Malta on Tuesday.
