NATO has pledged “all necessary resources” for Libyan opposition in the campaign to overthrow Muammar Qaddafi, but the military coalition continues to differ on whether that involves arming rebel forces. The promise, made by NATO’s Secretary General Anders Fogh Rasmussen, was announced during a two-day summit in Berlin that was marked by disagreement over how to solve the Libyan crisis and the extent of the coalition’s support for the anti-government forces. Rasmussen further said that NATO would continue “a high operational tempo against legitimate targets” in order to enforce a no-fly zone over Libya approved by the UN.
