Context
A small, intelligence team has been sent into the rebel-controlled eastern Libya by the CIA as the White House considers whether to arm the resistance, according to media reports. The operatives are in the North African country to gather secret information to help supervise NATO air assaults and train inexperienced rebels. The step was taken after President Barack Obama signed what is known as a “finding”- a legal move mandatory before the CIA is able to carry out covert operations.
