Last month, Pakistani fighter jets carried out airstrikes against Kabul and other Afghan cities, and soldiers from both sides engaged in fierce cross-border clashes over several weeks. The armed conflict between Pakistan and Afghanistan has deep, intractable roots. Its persistent flare-ups not only hinder the long-term political and economic stability of both countries but threaten the stability of the wider region as well. Additionally, the intensified dispute complicates the United States’ regional security policy, including the recent US investment in Pakistan’s mineral sector, efforts to encourage counter-terrorism cooperation, and the US’s strategic competition with China.

How close are Pakistan and Afghanistan to full-scale war? What effects would such a conflict have on the broader region? Was last month’s air campaign a sign Pakistan is interested in regime change in Kabul? And what can Washington do to tamper the situation in line with US strategic interests?

The traditional civil-military tensions have also peaked – the nation faces grave human rights violations, and serious concerns regarding the rule of law are being raised. The future of nuclear-armed state with a population of nearly two hundred and fifty million stands in peril. The nation is also on the front-line of climate crisis – and floods in 2022 cost the country close to $30 billion in losses.

Since gaining independence in 1947, Pakistan has remained aligned with the West. It was a close U.S. ally during the Cold War and during the global war against terror and violent extremism – undertaken in the aftermath of 9/11. However, due to various geopolitical reasons, U.S.-Pakistan relations have stagnated. Some experts argue that the U.S. withdrawal from Afghanistan in 2021 created a misalignment of interests between the U.S. and Pakistan. Others state that the growing U.S.-India strategic ties and the economic and security initiatives by India with Gulf nations further altered the calculus for Pakistan.

Notable developments like the Chinese-brokered Saudi Arabia-Iran agreement signed in March 2023, the roughly $300 billion economic and security pact China reached with Iran in 2021, and ongoing work on the $65 billion China-Pakistan Economic Corridor (CPEC) have all reshaped strategic thinking across the region.

PoliTact and MEI cordially invites you to virtual event that will examine the growing multifaceted impact of Beijing’s outreach to the wider Middle East — namely the countries of the Gulf and South Asia. In what ways did Pakistan’s close relations and economic dependency on China influence its reaction to the growing Chinese involvement with Saudi Arabia and Iran? What has a more regionally engaged China meant for Afghanistan’s Taliban government? And how has India, with its expanding economic links to Arab countries and Iran as well as long-running defense ties with Russia, reacted to increased Chinese involvement in all those key partners? Please join us as our assembled scholars discuss these questions, think through the possible consequences of China’s policies for the unfolding Great Power competition across the region, and consider whether and how the United States should reprioritize its global strategic and security interests in response.
