Nine people including seven policemen and one emergency-services worker have been killed in a suicide attack near the parliament compound in Grozny, capital of Chechnya. Police say a suicide bomber blew him-self when police detained him. Two more bombers set off explosives as law enforcements and bystanders rushed to the scene. The attack on Saturday took place as Muslims celebrated Eid to mark the end of the holy month of Ramadan.

Although no group has claimed responsibility, Chechen leader Ramzan Kadyrov blamed the attacks on rebel warlord Doku Umarov who is responsible for the Moscow airport bombing last January that killed thirty-six.

Three Russian troops also lost their lives during the fighting in Ingushetia. Prosecutors charged Umarov this week with plotting a suicide attack that left 37 people dead at Moscow’s Domodedovo international airport earlier this year. Umarov had claimed responsibility for that blast and for twin suicide attacks on the Moscow metro that killed 40 people last year. Russian officials have mistakenly declared Umarov dead on at least seven occasions before.
