The United Nations watchdog board on Thursday decided to refer Syria to Security Council for secret nuclear work, an American-led initiative that comes amid Western criticism of Damascus’s crackdown against anti-government protests. China and Russia voted against the plan at the United Nations International Atomic Energy Agency (IAEA), indicating differences between big powers on this matter. With six votes against and 17 in favor, the IAEA’s 35-nation panel approved the resolution rebuking Syria for stonewalling for three years of an agency investigation into a facility called Dair Alzour, which US intelligence believes had a North Korean-made reactor capable of producing nuclear weapons. The site was bombed to rubble in 2007 by Israel.
